Report of the Governor's Special Commission on Barriers to Housing Development

In October 2000, a report released by the Executive Office for Administration and Finance highlighted impediments to housing development and proposed a special commission be created to recommend statutory, regulatory and operational changes to reduce undeeded barrier to housing development. This report is a product of that Special Commission on Barriers to Housing Development.

The report identified the need for constructing 36,000 additional new units of housing in Greater Boston over the next five years.

MHP commissioned land-use attorney Edith Netter to draft guidelines on drafting, implementing and ensuring maximum benefit from inclusionary zoning.

Annual Report - 1999

In 1999, MHP became recognized as a qualified state agency to refinance federally subsidized housing developments and keep them affordable. MHP's one-stop rental financing was key to getting deals approved and closed quickly. Meanwhile, CHI approved 39 community assistance awards and provided staff or consultant support to 76 cities and towns throughout the Commonwealth.
